The report argued that Europe had both the technical base and the necessary capital needed to become more competitive, but lacked the social and political consensus to make the best use of its assets. Education and training needed to be improved, a more balanced debate on energy and environmental standards fostered, and much stronger and more active cooperation was needed between industry, government and the scientific community.
